TALLINN, Aug 27, BNS - The Estonian state may have missed out on tens of millions of euros in pollution charges over the years due to the Environmental Board permitting mounds of mineral waste from oil shale of questionable purpose to be piled tens of meters high, allowing it to be called recovery, the National Audit Office has found.
