TALLINN, Jul 24, BNS - Estonian Prime Minister Kristen Michal admitted at the government's press conference on Thursday that the Reform Party had made a miscalculation by promising to eliminate kindergarten fees in Tallinn, and offered an apology to the party's supporters, Postimees reports.
